8th March 2004: Technical Meeting - CDM Regulations.
The first paper of the year was presented to joint meeting with the Institute of Asphalt Technology. Over 60 members and guests attended to hear the presentations by two industry experts on the impact of the working time directive with particular reference to the haulage industry.
Over fifty members and guests attended the second technical evening of the year on 8 March, at Tracy Park, Wick. The talk entitled 'CDM Awareness' was given by Chris Huddart of SafetyStoreUK. Chris opened his talk by giving details of accident statistics in the construction industry prior to the introduction of the CDM Regulations in 1994. He compared that with current accident rates and enforcement action by the HSE.
He gave a background to the CDM Regulations, its application and the key roles and duties of the personnel involved namely the client, the designer, the planning supervisor, the principal contractor and other contractors. He detailed the contents of the health and safety plan and the health and safety file.
Chris concluded his talk by giving an update on the proposals of a consultation document due out shortly. Its main conclusions were to simplify the regulations, improve clarity, maximise active planning, minimise bureaucracy and improve competence.
A question and answer session concluded a highly informative talk by a very knowledgeable speaker.
